On April 25, House Bill 40 passed in the Illinois House of Representatives with a vote of 62-55, but it currently remains threatened by a potential veto from Governor Rauner.
How does HB40 compare to efforts in other states?
What we’re seeing in terms of states trying to protect or expand access to abortion rights has been focused more on repealing existing restrictions and developing laws that protect access to abortion. Illinois is part of this, because what state lawmakers are trying to do is reshape their law. Illinois is, in a sense, at the forefront, because HB40 is going to the governor, whereas in a lot of other states, it’s really the beginning of a conversation. It’s really the beginning of a trend.
